所 + 动词
How it works
所 can appear before a verb in a modifying expression, especially in writing. The noun after 的 is understood as the thing involved in that action.
In 我所了解的情况, 情况 is what I understand. The agent 我 can be included when it helps identify whose knowledge, work, or experience is relevant.

Pinyin generally shows citation tones; tones can change in connected speech.
What to watch for
所 does not replace 的 in this attributive frame. Keep the expression connected to a verb and the noun it modifies.
